GWAC (Governmentwide Acquisition Contract)

GWAC stands for Governmentwide Acquisition Contract. A GWAC is a pre-competed IDIQ contract for information technology that any federal agency can use. One agency runs it, and others place task or delivery orders on it, usually for a small access fee.

Well-known GWACs include NASA SEWP and GSA's Alliant and Polaris. Contract holders are picked through big competitions, and new seats only open when the contract is recompeted or adds holders.

Why it matters to a small contractor

GWACs are mostly IT, so they matter less for mowing or janitorial. If you do low-voltage cabling, data center work or IT hardware supply, partnering with a GWAC holder can open doors.

Example

An agency needs 400 laptops. Instead of running its own contract, it issues a delivery order to holders on a GWAC and picks the best quote within weeks.

GWAC: common questions

Can I join a GWAC anytime?

No. You have to win a seat in a competition. Some GWACs add holders through on-ramps, but those are periodic.

Is GSA MAS a GWAC?

No. MAS is a schedule program, though both let many agencies order from pre-approved contractors.
