BPA (Blanket Purchase Agreement)

BPA stands for Blanket Purchase Agreement. A blanket purchase agreement is a simple way for an office to buy recurring supplies or services from set vendors. It works like a charge account with agreed prices and terms. The BPA itself is not a contract and does not commit any money.

Each call or order placed under the BPA is the actual contract. BPAs can be set up on their own or under a GSA schedule. They are reviewed regularly to make sure pricing stays fair.

Why it matters to a small contractor

A BPA with a local base or office can bring steady small orders without a full bid every time. Once you are on it, fast service and fair prices keep the calls coming.

Example

A VA clinic sets up a BPA with a plumbing company at agreed hourly and trip rates. Over a year it places 25 small calls totaling $38,000.

BPA: common questions

Is a BPA guaranteed money?

No. There is no minimum. The government only pays when it places orders.

Can a BPA go to more than one vendor?

Yes. Agencies often set up multiple BPAs and compete orders among them.
