Contract Value vs Obligated Amount

Contract Value vs Obligated Amount. Contract value is the total possible dollars, often including all options or the full IDIQ ceiling. The obligated amount is the money actually committed and available to pay for work.

Public data sites show both. A contract reported as worth $10 million may only have $1 million obligated so far.

Why it matters to a small contractor

When you research past awards to price a bid, look at obligated amounts by year. That shows what the government really spends, not the headline number.

Example

A five-year contract has a potential value of $2.5 million. After year one, only $480,000 has been obligated.

Contract Value vs Obligated Amount: common questions

Why are headline contract values so big?

Announcements often use the full potential value with every option and ceiling, which may never be reached.

Where can I see obligated amounts?

Public federal spending sites show obligations by contract and modification.
