JCP (Joint Certification Program)

JCP stands for Joint Certification Program. The Joint Certification Program, run by the United States and Canada, certifies contractors to receive militarily critical technical data, such as drawings and specifications that are export controlled. In the U.S., the Defense Logistics Agency administers it.

To apply, you submit DD Form 2345 with your CAGE code and information about your business and its data custodian. Once approved, you can download restricted drawings on systems like DIBBS. Certification lasts five years and must be renewed.

Why it matters to a small contractor

If you want to make or machine parts for the military, many of the drawings you need are restricted. Without JCP certification, you will not be able to see them, and you cannot quote accurately.

Example

A small machine shop sees a DIBBS request for a bracket but the drawing is marked restricted. It submits DD Form 2345, gets JCP approval, and downloads the drawing to quote the next time the part comes up.

JCP: common questions

Does JCP certification cost anything?

No. Applying through DLA is free.

Do distributors need JCP?

Only if they need access to the controlled technical data. A distributor quoting a catalog part from an approved source may not.
