CPAR (Contractor Performance Assessment Report)

CPAR stands for Contractor Performance Assessment Report. A CPAR is one individual performance report on one contract, written by the agency's assessing official and stored in CPARS. Evaluations are usually done each year on longer contracts and at completion.

Each CPAR includes ratings plus a written narrative. The narrative matters as much as the ratings, because future evaluators read it to understand what really happened. It often ends with whether the official would recommend you for similar work.

Why it matters to a small contractor

Ask your government customer how the job is going during the contract, not just at the end. Fixing small problems early is the best way to get a strong CPAR.

Example

Midway through a one-year snow removal contract, a contractor asks the contracting officer's representative for feedback, learns that reports are arriving late, and fixes it before the annual CPAR is written.

CPAR: common questions

Are CPARs written for every contract?

No. They are required for contracts above certain dollar thresholds, and agencies may write them on smaller ones too.

Do subcontractors get CPARs?

No. CPARs evaluate the prime contractor. Subcontractors build their record through prime references and their own prime contracts.
