FAPIIS (Federal Awardee Performance and Integrity Information System)
FAPIIS stands for Federal Awardee Performance and Integrity Information System. FAPIIS holds information about a contractor's integrity and business ethics, such as terminations for default or cause, non-responsibility findings, administrative agreements, and certain criminal, civil and administrative proceedings tied to federal awards. Contracting officers must check it before awarding contracts above the simplified acquisition threshold.
Contractors with federal contracts and grants above a dollar threshold must also self-report certain proceedings. This information now appears in SAM.gov's responsibility and qualification section, and much of it is publicly viewable.
Why it matters to a small contractor
A FAPIIS record can follow you into every bid, so treat any default notice or termination seriously and respond in writing. You can usually post a comment on records about you.
Example
A contracting officer checks FAPIIS before awarding a roofing job and sees a prior termination for default against one bidder. She asks that bidder for more information before deciding whether it is responsible.
FAPIIS: common questions
Is FAPIIS public?
Much of it is, through SAM.gov. Past performance ratings from CPARS are not public, but FAPIIS integrity records largely are.
Can I respond to a FAPIIS entry?
Yes. Contractors are notified of entries and can add comments, which are posted alongside the record.
