8(a) Business Development Program (SBA 8(a) Business Development Program)

8(a) Business Development Program stands for SBA 8(a) Business Development Program. The 8(a) Business Development Program, named after Section 8(a) of the Small Business Act, helps small businesses owned and controlled by socially and economically disadvantaged individuals. Participants get access to 8(a) set-asides, sole-source awards up to set dollar limits, and business development help. Participation lasts a maximum of nine years and can be used only once.

The program has changed significantly. After a 2023 federal court ruling, SBA began requiring every applicant to prove social disadvantage individually rather than relying on a presumption based on race. In December 2025 SBA ordered an audit of all participants, then suspended many firms in January 2026 for missing document deadlines, and new SBA guidance in January 2026 formally ended the race-based presumption. Expect more changes, and check SBA's current rules before applying.

Why it matters to a small contractor

8(a) can be powerful but demanding, with financial reviews, ownership rules and annual reporting. If you are considering it, talk to a free SBA resource partner first and read the latest SBA notices, because the rules have been moving quickly.

Example

A small IT and low-voltage cabling firm applies to 8(a) with a personal narrative of social disadvantage plus tax returns and financial statements. Once approved, it can receive a sole-source award from an agency without a competitive bid, within program limits.
