SDB (Small Disadvantaged Business)

SDB stands for Small Disadvantaged Business. A Small Disadvantaged Business is a small business at least 51 percent owned and controlled by one or more socially and economically disadvantaged individuals, or by certain tribes, Alaska Native Corporations, Native Hawaiian Organizations or Community Development Corporations. All 8(a) participants are SDBs.

SBA stopped issuing separate SDB certifications in 2008. Firms now self-represent SDB status in SAM.gov. SDB status mainly matters for government-wide goals and for large primes' subcontracting plans, rather than for its own set-asides.

Why it matters to a small contractor

Only claim SDB status if you are confident you meet the definition, because false representations can bring serious penalties. Disadvantage is now judged individually, not presumed by race, following recent court rulings and SBA guidance.

Example

A prime's subcontracting plan includes an SDB goal. It asks potential subs to confirm their SAM representations, and a small 8(a) mechanical firm qualifies automatically.

SDB: common questions

Do I need a certificate to claim SDB?

No. SDB is self-represented in SAM.gov, except that 8(a) firms qualify through their 8(a) certification. Make sure your representation is accurate.

Are there SDB set-asides?

Not generally. SDB status mainly counts toward goals. The 8(a) program is the main restricted-competition program for disadvantaged firms.
