Full and Open Competition

Full and Open Competition. Full and open competition means all responsible sources are allowed to compete. It is the default rule under federal law for contracts above simplified acquisition levels.

An unrestricted or full and open solicitation lets large and small businesses bid together. Exceptions include set-asides for small businesses and sole source awards that are properly justified.

Why it matters to a small contractor

On full and open bids you are up against bigger firms. Small businesses can still win, especially on local service work where nearby crews have a cost and response time edge.

Example

A dam maintenance contract is posted as full and open. Twelve companies bid, including three large national firms, and a regional small business wins on price and local staff.

Full and Open Competition: common questions

Is unrestricted the same as full and open?

In everyday use, yes. Both mean the bid is not limited to small businesses.

Can a small business win full and open bids?

Yes, and when it does the award still counts toward the agency's small business goals.
