OTA (Other Transaction Authority)

OTA stands for Other Transaction Authority. Other transaction authority lets certain agencies, like the Department of Defense, enter agreements that are not standard contracts, grants or cooperative agreements. These other transactions do not follow most of the federal acquisition rules.

They are mostly used for research and prototypes, and they often require involvement of nontraditional companies or cost sharing. A successful prototype can lead to follow-on production without a new competition in some cases.

Why it matters to a small contractor

OTAs are aimed at tech and innovation, not routine trades. If you build a new product or method, an OTA can be a faster path than a standard contract.

Example

A small company develops a new rapid-drying concrete patch. It joins a defense consortium and wins a prototype agreement worth $750,000 to test it on runways.

OTA: common questions

Do OTAs follow the FAR?

Generally no. They follow the agreement terms and the specific law that grants the authority.

How do small businesses find OTA work?

Often through industry consortia that manage OTA calls for a given technology area.
