CMBL (Centralized Master Bidders List (Texas))

CMBL stands for Centralized Master Bidders List (Texas). The Centralized Master Bidders List is a database of vendors run by the Texas Comptroller's Statewide Procurement Division. State purchasers search it by NIGP commodity code to build their bid lists and send notices.

Vendors register online, select their NIGP codes, and renew each year. There is an annual registration fee, so check the Comptroller's site for the current amount and any exemptions.

Why it matters to a small contractor

Being on the CMBL puts your company in front of Texas state buyers when they look for bidders. Choose your NIGP codes carefully, because that is how buyers find you.

Example

A roofing contractor registers on the CMBL with codes for roof repair and replacement. A state agency buyer pulls a CMBL list for a small roofing job and sends the contractor a request for quote.

CMBL: common questions

Is the CMBL the same as HUB certification?

No. The CMBL is a bidder list. HUB is a certification for eligible historically underutilized businesses. You can have one, both, or neither.

Do I have to be on the CMBL to bid on a Texas state bid?

You can often respond to a posted ESBD bid without being on the CMBL, but many agencies check registration before award. Read the solicitation.
