Texas SmartBuy (Texas SmartBuy (TxSmartBuy))
Texas SmartBuy stands for Texas SmartBuy (TxSmartBuy). Texas SmartBuy, often written TxSmartBuy, is the Texas Comptroller of Public Accounts' online purchasing site. State agencies and eligible local governments use it to order from statewide term contracts and other state contracts.
The site also hosts the Electronic State Business Daily (ESBD), where Texas state solicitations are posted. Many vendors know the site mostly as the place to find Texas bids.
Why it matters to a small contractor
For Texas trades, TxSmartBuy is where state solicitations show up. Check the ESBD often for your NIGP codes, and remember that state contracts may also require a HUB Subcontracting Plan if you plan to use subs.
Example
A small pest control company checks ESBD listings on Texas SmartBuy each morning. It finds a state agency bid for pest control at regional offices and submits a response with the required HUB Subcontracting Plan.
Texas SmartBuy: common questions
Is Texas SmartBuy the same as the ESBD?
Not exactly. Texas SmartBuy is the Comptroller's purchasing site, and the ESBD is the bid posting system hosted on it.
Can cities and schools buy from Texas SmartBuy contracts?
Eligible local governments can participate in the state's cooperative purchasing program and use many state contracts.
