State term contract (Statewide term contract)

State term contract stands for Statewide term contract. A state term contract is an agreement a state's central purchasing office awards for commonly bought goods or services, such as tires, janitorial supplies, or elevator maintenance. It sets prices and terms for a period, often with renewal options. Agencies then place orders against it as needed.

States use different names: statewide contracts, price agreements, master agreements, or term contracts. Many states let cities, counties, and school districts use them too.

Why it matters to a small contractor

Getting on a state term contract can mean steady orders without bidding every job. If you are too small to cover the whole state, look for contracts split by region or for chances to subcontract under an awardee.

Example

A state awards a term contract for HVAC filter replacement, split into regions. A small mechanical contractor wins one region and services dozens of state buildings near its shop.

State term contract: common questions

Can I join a state term contract after it is awarded?

Usually not. Most are closed until the next rebid. Some are open enrollment, so read the contract terms.

Do agencies have to use the term contract?

Many states make certain term contracts mandatory for state agencies. Local governments are usually allowed but not required to use them.
