State and local procurement

NASPO ValuePoint (NASPO ValuePoint cooperative purchasing)

NASPO ValuePoint stands for NASPO ValuePoint cooperative purchasing. NASPO ValuePoint is the cooperative purchasing arm of NASPO, the National Association of State Procurement Officials. For each contract, one state acts as the lead state and runs the solicitation. Other states then sign a participating addendum to use the contract.

Local governments in a participating state may also be able to use the contract, depending on that state's rules. Contracts often cover technology, vehicles, office equipment, and industrial supplies.

Why it matters to a small contractor

NASPO ValuePoint contracts tend to go to large manufacturers and resellers. For smaller firms, the opportunity is usually as an authorized reseller, installer, or service provider in your state under a prime contractor's participating addendum.

Example

A state signs a participating addendum to a NASPO ValuePoint contract for MRO and industrial supplies. A small regional distributor registers as an authorized dealer under the national awardee and fills local orders.

NASPO ValuePoint: common questions

What is a participating addendum?

It is the document a state signs to adopt a NASPO ValuePoint master agreement. It can add state-specific terms, such as approved dealers or reporting rules.

Can a city buy off NASPO ValuePoint?

Often yes, if the state's participating addendum and local rules allow it. The city should confirm with the state procurement office.
