OSDBU (Office of Small and Disadvantaged Business Utilization)
OSDBU stands for Office of Small and Disadvantaged Business Utilization. An Office of Small and Disadvantaged Business Utilization (OSDBU) is the small business advocacy office inside a federal agency. The Small Business Act requires agencies with procurement powers to have one.
OSDBU staff help small firms understand what their agency buys, push for set-asides, review acquisition plans, and track progress on small business goals. Many publish forecasts and host outreach events.
Why it matters to a small contractor
An OSDBU is a free door into an agency. Ask its staff which offices buy what you sell, request a capability briefing, and get on their event lists. Come prepared with a short capability statement and your NAICS codes.
Example
A security guard company emails a civilian agency's OSDBU, gets a 20-minute call, and learns which regional office buys guard services.
OSDBU: common questions
Does every agency have an OSDBU?
Most civilian agencies do. DoD and its components call theirs the Office of Small Business Programs (OSBP).
Can an OSDBU give me a contract?
No. OSDBUs advocate and advise, but contracting officers award contracts.
