IGCE (Independent Government Cost Estimate)

IGCE stands for Independent Government Cost Estimate. An independent government cost estimate is the agency's own estimate of what the work should cost. It is prepared before bids come in and helps the agency budget, set funding and judge whether offers are reasonable.

The IGCE is normally kept confidential. Bids far above or below it may get extra review.

Why it matters to a small contractor

You will not see the IGCE, but it shapes how your price is judged. Price based on your real costs and local market, not on a guess of what the government expects.

Example

An agency estimates a fence replacement at $68,000. Bids come in at $54,000, $71,000 and $112,000. The $112,000 bid draws questions about whether it is reasonable.

IGCE: common questions

Can I get a copy of the IGCE?

Generally no. It is internal to the government.

Does the lowest price closest to the IGCE always win?

No. Award depends on the evaluation method in the solicitation.
