Solicitations, proposals and contract management

Technical Volume (Technical Volume (Technical Proposal))

Technical Volume stands for Technical Volume (Technical Proposal). The technical volume is the section of a proposal where you explain how you will perform the work. It typically covers your technical approach, management plan, staffing, key personnel, quality control and transition or start-up plan.

Evaluators score it against the factors in Section M, looking for strengths, weaknesses and deficiencies. It must follow the structure and page limits in Section L, and it usually cannot include prices.

Why it matters to a small contractor

A good technical volume reads like a plan an inspector could follow, not a sales brochure. Name the crew size, the equipment, the schedule and the supervisor. Mirror the solicitation's numbering so the evaluator can find each answer in seconds. XL Eagle writes complete proposals for $19.99 at xleagle.com/proposal-writing/.

Example

In a technical volume for grounds maintenance, the contractor lists a five-person crew, two zero-turn mowers, a weekly route map, a 24-hour storm cleanup response and a crew leader who checks every site before the government inspects.

Technical Volume: common questions

Can I put prices in the technical volume?

Usually no. Most solicitations require price to stay in the price volume so technical evaluators are not influenced by it.

How long should it be?

As long as Section L allows and no longer. Use the space to answer every requirement clearly.
