CDRL (Contract Data Requirements List)

CDRL stands for Contract Data Requirements List. A Contract Data Requirements List, or CDRL (often pronounced see-drill), lists every report, plan, drawing or data item a Defense Department contractor must deliver. Each item spells out the format, frequency, due date and who receives it.

CDRLs are usually attached in Section J and recorded on DD Form 1423. Many items point to a Data Item Description (DID) that defines the content of the report.

Why it matters to a small contractor

CDRLs are work, and work costs money. Monthly status reports, safety plans and test reports all take hours someone must be paid for. Count every CDRL item when you price a defense contract, and set up reminders so you never deliver late.

Example

A DoD maintenance contract has four CDRLs: a monthly status report, a quality control plan due 15 days after award, a safety plan and a final inventory. The contractor adds eight hours a month of office time to its price to cover them.

CDRL: common questions

Are CDRLs only used in defense contracts?

The CDRL and DD 1423 are Defense Department tools. Civilian agencies also require reports but usually list them in the SOW or a deliverables table.

What happens if a CDRL is late?

Late or rejected deliverables can delay payment, trigger corrective action requests and hurt your past performance rating.
