Combined Synopsis/Solicitation

Combined Synopsis/Solicitation. A combined synopsis/solicitation is a streamlined notice used for commercial products and services. Instead of a separate announcement followed later by a full solicitation, the government posts one notice that contains everything: the description, the clauses, the evaluation basis and the due date.

Because there is no separate document coming, the notice itself is the solicitation. Response times can be shorter than for a traditional RFP, and the important details are often in the body text of the posting and its attachments.

Why it matters to a small contractor

These notices move fast and are common for the everyday work trades do: repairs, supplies, cleaning, hauling. Do not wait for a formal RFP that will never arrive. Read the posting text closely, because the instructions are often written in paragraph form rather than labeled sections.

Example

A national cemetery posts a combined synopsis/solicitation for headstone realignment. The posting text lists the quantities, the evaluation basis (lowest price technically acceptable), the clauses and a due date eight days later.

Combined Synopsis/Solicitation: common questions

Do I need to wait for another document?

No. If the notice says it is a combined synopsis/solicitation, it is the solicitation. Respond to it as written.

What form do I submit?

Follow the notice. Many ask you to complete and sign an SF 1449 or a simple price sheet and include the representations and certifications they list.
