Presolicitation Notice

Presolicitation Notice. A presolicitation notice is an early announcement that the government plans to issue a solicitation. It typically gives a short description of the work, the expected release date, the place of performance, the NAICS code and whether the work will be set aside.

You usually cannot respond with a price to a presolicitation notice. Its job is to give the market a heads up so companies can line up subcontractors, gather past performance and plan.

Why it matters to a small contractor

A presolicitation notice is your head start. Use the quiet weeks to call suppliers, get subcontractor quotes, check wage rates and build your past performance write-ups. Teams that wait for the final RFP often run out of time.

Example

A presolicitation notice says a Navy base will release a solicitation next month for elevator maintenance in 22 buildings, set aside for small business. An elevator service company starts gathering its inspection licenses and reference letters right away.

Presolicitation Notice: common questions

Should I contact the contracting officer after a presolicitation notice?

You can ask questions if the notice names a point of contact, but keep it short and professional. Do not expect detailed answers until the solicitation is released.

Does every solicitation have a presolicitation notice?

No. Some buys go straight to a solicitation or use a combined synopsis/solicitation, especially commercial and smaller purchases.
