Solicitations, proposals and contract management

Section L (Section L, Instructions, Conditions and Notices to Offerors)

Section L stands for Section L, Instructions, Conditions and Notices to Offerors. Section L of a Uniform Contract Format solicitation contains the instructions for preparing your proposal. It covers how many volumes to submit, what goes in each, page limits, font and margin rules, file formats, and how and where to deliver.

Section L also includes standard provisions about late proposals, questions, site visits and the type of contract planned. It works hand in hand with Section M, which explains how the government will evaluate what Section L asked for.

Why it matters to a small contractor

Treat Section L as a checklist, not reading material. Evaluators can refuse to read pages past the limit, and a proposal that ignores the required structure is harder to score and easier to reject. Build your outline straight from Section L headings. XL Eagle writes complete proposals for $19.99 at xleagle.com/proposal-writing/.

Example

Section L says Volume I (Technical) is limited to 10 pages in 12-point font, Volume II (Past Performance) needs three references on a provided form, and Volume III (Price) must use the Excel pricing sheet. The contractor makes three folders and a checklist for each.

Section L: common questions

What happens if I go over the page limit?

Many solicitations say excess pages will not be read or evaluated. Some agencies may reject the proposal entirely, so stay within the limit.

Do commercial solicitations have a Section L?

Commercial buys usually use the instructions provision at FAR 52.212-1 plus any addendum the agency adds. It plays the same role as Section L.
