Compliance Matrix
Compliance Matrix. A compliance matrix is a working table that lists every requirement from the solicitation (from Section L, Section M, Section C and attachments) and shows where your proposal addresses each one. A typical matrix has columns for the requirement, its source paragraph, the proposal section that answers it, and the person responsible.
Some solicitations require a cross-reference matrix as part of the proposal. Even when they do not, most experienced proposal teams build one internally to make sure nothing is missed.
Why it matters to a small contractor
Most losing proposals are not bad; they are incomplete. A simple spreadsheet that lists every 'shall' and 'must' in the solicitation can save a bid. Check it off before you submit. XL Eagle writes complete proposals for $19.99 at xleagle.com/proposal-writing/.
Example
A contractor copies every 'the offeror shall' sentence from Section L into a spreadsheet, adds a column for the page where it is answered, and finds it forgot to include the required safety plan before it submits.
Compliance Matrix: common questions
Do I submit the compliance matrix?
Only if the solicitation asks for one or allows it. Otherwise use it as an internal tool.
What should be in it?
Every instruction, requirement and evaluation criterion, with the paragraph number so you can trace it back to the solicitation.
