Solicitations, proposals and contract management

Uniform Contract Format (Uniform Contract Format (UCF))

Uniform Contract Format stands for Uniform Contract Format (UCF). The Uniform Contract Format, or UCF, is the standard layout for many federal solicitations and contracts. It splits the document into lettered sections: A (solicitation/contract form), B (supplies or services and prices), C (description or statement of work), D (packaging and marking), E (inspection and acceptance), F (deliveries or performance), G (contract administration data), H (special contract requirements), I (contract clauses), J (list of attachments), K (representations and certifications), L (instructions to offerors) and M (evaluation factors).

Sections A through J become the contract. Sections K, L and M guide the competition and are usually not physically carried into the final contract, though your representations are incorporated by reference. Commercial buys often use a simpler format built around the SF 1449.

Why it matters to a small contractor

Once you know the layout, a 120-page RFP becomes manageable. Read B for what you price, C for what you do, F for when, H for unusual requirements, L for how to write your response, and M for how you will be scored.

Example

A contractor opens a new RFP and goes straight to Section M to see that technical approach outweighs price, then to Section L to find a 20-page limit, then to Section B to see the CLINs it must price.

Uniform Contract Format: common questions

Does every solicitation use the UCF?

No. Many commercial buys, construction contracts and simple purchases use other formats. Large negotiated service and supply contracts very often use it.

Which sections matter most when writing a proposal?

Section L tells you how to write it, Section M tells you how it will be judged, and Section C tells you what work you are promising.
