Section C (Section C, Description/Specifications/Statement of Work)

Section C stands for Section C, Description/Specifications/Statement of Work. Section C of a Uniform Contract Format solicitation holds the description of what the government is buying. It contains the Statement of Work, the Performance Work Statement or the product specifications, sometimes directly and sometimes by reference to an attachment in Section J.

Section C becomes part of the final contract. Whatever it says you will do, you are legally bound to do at the price in Section B.

Why it matters to a small contractor

Section C is the job. Read it like you are walking the site: list every task, frequency, location and standard, and make sure each one has hours and materials in your price. Also check Section J, because the real scope is often an attachment that Section C only points to.

Example

Section C of a pest control solicitation says monthly service at 11 buildings, emergency response within four hours, and quarterly reports. The contractor builds a spreadsheet with one row per building and service.

Section C: common questions

What if Section C conflicts with an attachment?

Look for an order of precedence clause, usually in Section I, which says which part controls. Better still, ask a written question before the deadline.

Is Section C the same as the SOW?

Section C is the place in the document; the SOW, PWS or specifications are what it contains.
