State and local procurement

SLED (State, Local, and Education)

SLED stands for State, Local, and Education. SLED is shorthand for state, local, and education government buyers. It covers state agencies, counties, cities, special districts, K-12 school districts, and public colleges and universities. It is used to separate this market from federal contracting.

SLED buyers follow their own state laws and local rules, not the federal acquisition regulations. That means thousands of different portals, registration systems, thresholds, and forms.

Why it matters to a small contractor

For many small trades, SLED work is closer to home and easier to start with than federal work. The hard part is finding bids, because they are scattered across many portals. Pick the agencies within your service area and register on each one they use.

Example

A security guard company has never done federal work. It registers on its state portal, its county's portal, and the two largest school districts nearby, and wins a guard contract at a community college within a year.

SLED: common questions

Is SLED harder than federal contracting?

It is different. Rules are simpler per agency, but there are far more agencies and portals to track.

Do I need SAM.gov registration for SLED work?

Usually not, unless the project uses certain federal funds. Each state and local agency has its own vendor registration.
