OFPP (Office of Federal Procurement Policy)

OFPP stands for Office of Federal Procurement Policy. The Office of Federal Procurement Policy (OFPP) is an office inside OMB that sets policy for how federal agencies buy. Its administrator chairs the FAR Council, which writes the Federal Acquisition Regulation.

OFPP issues memos and guidance on topics such as category management, acquisition workforce training, and contractor performance. It also guides the Federal Acquisition Institute's work training civilian contracting staff.

Why it matters to a small contractor

OFPP decisions trickle down into the rules in your solicitations. When the FAR changes, it usually starts with OFPP and the FAR Council. Following those changes helps you avoid surprises in new clauses and buying methods.

Example

A supplier notices new language in solicitations after a FAR rewrite and reads the related guidance to understand what the contracting officers now expect.
