State and local procurement

NJSTART (New Jersey's eProcurement system)

NJSTART stands for New Jersey's eProcurement system. NJSTART is the State of New Jersey's eProcurement system, run by the Division of Purchase and Property. Vendors register there to see and respond to state bid solicitations, and state agencies and authorized local users buy from state contracts through it.

Responses are usually submitted as electronic quotes in the system. Some solicitations still allow or require other forms or attachments, which must be uploaded with the quote.

Why it matters to a small contractor

For New Jersey state work, NJSTART registration and the right commodity codes are the starting point. Many New Jersey local governments can use state contracts, so a state award can reach local buyers too.

Example

A small HVAC filter supplier registers on NJSTART and finds a state bid for filters at several facilities. It builds an electronic quote, uploads the required forms, and submits before the closing time.
