Letter of Commitment

Letter of Commitment. A letter of commitment is a signed letter in which a proposed employee, consultant or subcontractor confirms they will work on the contract if it is awarded. Solicitations often require them for key personnel who are not current employees, and sometimes for major subcontractors.

A good letter names the solicitation, the role, the period of availability, and is signed and dated by the person or an authorized company official.

Why it matters to a small contractor

Collect commitment letters early, not the night before the deadline. They prove to evaluators that your team is real, and they protect you from losing a key person to a competitor during evaluation. Keep the wording simple and specific to the solicitation.

Example

A small security company plans to hire a retired police lieutenant as project manager if it wins. It includes his signed letter of commitment confirming he will be available for the full contract term starting on the award date.

Letter of Commitment: common questions

Is a letter of commitment legally binding?

It shows intent and supports your proposal, but its legal force depends on its wording. For subcontractors, a teaming agreement or subcontract gives stronger protection.

What should it include?

The solicitation number, the person's role, their availability, a statement that they agree to perform if you win, and a signature and date.
