Job order contracting (county level) (JOC)

Job order contracting (county level) stands for JOC. Job order contracting is a way for counties, cities, and school districts to get many small construction and repair projects done under one competitively awarded contract. The contractor bids an adjustment factor that is applied to a published unit price book. Each project is then issued as a separate job order.

JOC works well for repeat work like roof patches, flooring, painting, and minor renovations. It skips the full bid process for each small project, which saves the agency weeks.

Why it matters to a small contractor

JOC prime contracts often go to firms that can handle many trades, but most of the actual work is subcontracted. Getting to know the JOC holders in your county can bring a stream of small, quick jobs.

Example

A county awards a JOC to a general contractor. When the county needs restrooms renovated at a park, the GC issues a job order priced from the unit price book and subcontracts the tile and plumbing to local trades.

Job order contracting (county level): common questions

What is a JOC adjustment factor?

It is the multiplier the contractor bids. The unit price book total for a job is multiplied by this factor to set the price.

Is JOC only for construction?

It is mainly used for construction, repair, and renovation. Pure services such as janitorial are usually bought another way.
