Invoice (Invoice (Proper Invoice))

Invoice stands for Invoice (Proper Invoice). An invoice is your request for payment. To start the federal payment clock, it must be a proper invoice, which means it includes required details such as your name and address, the contract number, line items, quantities, prices, payment terms and any other information the contract lists.

Under the Prompt Payment Act, the government generally has 30 days after it receives a proper invoice (or after acceptance, depending on the contract) to pay, and owes interest if it pays late. Most federal invoices are submitted electronically, for example through WAWF in PIEE for many defense contracts or the Treasury's Invoice Processing Platform for many civilian agencies.

Why it matters to a small contractor

Cash flow is the number one stress point for small government contractors. Get registered in the invoicing system before your first job, match your invoice to the CLINs exactly, and attach any required receiving or timesheet documents. A rejected invoice restarts your wait.

Example

A grounds contractor submits its first monthly invoice but lists the wrong CLIN. It is rejected after 10 days. It resubmits with the correct CLIN and contract number and is paid 21 days later.

Invoice: common questions

What makes an invoice improper?

Missing or wrong information, such as the contract number, CLIN, quantities or banking details, or billing for work not yet accepted. The government should tell you what is wrong.

Do I get interest if payment is late?

Under the Prompt Payment Act, the government generally owes interest on late payment of a proper invoice. It is usually calculated and paid automatically.
