COTR (Contracting Officer's Technical Representative (legacy term))

COTR stands for Contracting Officer's Technical Representative (legacy term). COTR stands for Contracting Officer's Technical Representative. It is an older title for the government person who monitors the technical side of a contract on behalf of the contracting officer. Federal rules now generally use the title Contracting Officer's Representative, or COR.

You may still see COTR in older contracts, some agency documents and job descriptions. The core idea is the same: the person helps oversee the work but cannot change the contract's price, scope or terms.

Why it matters to a small contractor

If your contract or a long-time customer uses COTR, treat it exactly like a COR. Work with them daily, keep them informed, and send any request for extra or different work to the contracting officer for a written change.

Example

A contractor renewing a long-running lab equipment service contract sees the term COTR in the old contract and COR in the new one. The same agency engineer holds the role in both.

COTR: common questions

Is a COTR different from a COR?

In practice they fill the same role. COR is the current general term in federal acquisition rules.

Can a COTR approve a change?

No. Like a COR, a COTR cannot make changes that affect price, scope or terms. Only the contracting officer can.
