QASP (Quality Assurance Surveillance Plan)

QASP stands for Quality Assurance Surveillance Plan. A Quality Assurance Surveillance Plan, or QASP, is the government's playbook for checking your work. It lists what will be inspected, how often, by what method (random sampling, periodic inspection, customer complaints) and what counts as acceptable.

The QASP is normally prepared together with a Performance Work Statement. It is the government's tool, separate from the contractor's own quality control plan, though the two should line up.

Why it matters to a small contractor

Read the QASP before you price. It tells you what the inspector will actually look at and how strictly. If the QASP samples restrooms daily but floors only monthly, you know where to focus supervision. Your own quality control plan should answer the QASP point by point.

Example

A QASP for a grounds contract says the COR will inspect a random 10 percent of mowed areas each week and allows no more than 5 percent of inspected areas to have grass over 4 inches. The contractor schedules its crew leader's checks the day before inspections.

QASP: common questions

Who uses the QASP?

The contracting officer's representative or quality assurance evaluator uses it to monitor performance and document results.

Is the QASP part of my contract?

It is often attached or referenced, but practices vary. Either way, it shows how your performance will be measured and reported.
