WBE (Women Business Enterprise)

WBE stands for Women Business Enterprise. A Women Business Enterprise is a business majority owned, operated, and controlled by one or more women, as certified by a state, city, or other program. Ownership on paper is not enough. Certifiers look at who makes the daily decisions and who holds the licenses and expertise.

Many states pair WBE with MBE as M/WBE or MWBE. Contracts may carry goals for WBE participation, and primes look for certified WBEs to meet them.

Why it matters to a small contractor

WBE certification is valuable for women-owned trades businesses because primes on public jobs actively look for certified firms. Be ready to show that the woman owner controls the business, including bidding, hiring, and operations.

Example

A woman-owned commercial cleaning company earns WBE certification from its state. A facilities prime bidding a state office complex adds the company as a subcontractor to meet the WBE goal.

WBE: common questions

Do certifiers visit the business?

Many programs do a site visit or interview to confirm the owner truly controls the firm. Prepare to explain your role in daily decisions.

What is the difference between WBE and WOSB?

WOSB is the federal SBA Women-Owned Small Business program for federal contracts. WBE is usually a state or local certification. They are separate.
