UNICOR (Federal Prison Industries (UNICOR))

UNICOR stands for Federal Prison Industries (UNICOR). UNICOR is the trade name of Federal Prison Industries (FPI), a government corporation within the Bureau of Prisons. It employs federal inmates to make products such as furniture, clothing, and electronics and to provide some services.

The FAR gives FPI a special status as a priority source for certain products. Agencies often have to check FPI first, though laws over the years have added exceptions and competition requirements.

Why it matters to a small contractor

If you sell furniture, textiles, or certain manufactured goods, you may see solicitations that mention FPI. Read those clauses closely, because they can affect whether the buy is open to you. UNICOR also buys raw materials and supplies from private vendors.

Example

A furniture dealer reviews a federal office furniture solicitation and notes the agency documented a market research decision to compete the buy rather than use FPI.

UNICOR: common questions

Do agencies have to buy from UNICOR?

For certain products, agencies must consider FPI first under the FAR, with exceptions. The rules have been loosened over time, so check the current FAR Subpart 8.6.

Does UNICOR buy from private companies?

Yes. It purchases materials and components to make its products, which creates supplier opportunities.
