Salient Characteristics

Salient Characteristics. Salient characteristics are the essential physical, functional or performance features the government lists in a brand name or equal purchase description. They define what really matters about the named product, so offerors know what an equal product must match.

The list should be limited to features that are truly needed, such as dimensions, capacity, power, materials or certifications. Evaluators compare any equal product against these characteristics, usually using the literature the offeror provides.

Why it matters to a small contractor

Salient characteristics are your test sheet. Match each one line by line with data from the manufacturer, and highlight it on the spec sheet. If a characteristic looks like it was copied from one brand's catalog and excludes everyone else, ask the contracting officer about it before the questions deadline.

Example

A solicitation for a walk-in freezer lists salient characteristics: interior size of 8 by 10 feet, temperature range down to minus 10 degrees Fahrenheit, 4-inch insulated panels and a specified refrigerant type. A supplier highlights each feature on its spec sheet.

Salient Characteristics: common questions

Can I question a salient characteristic?

Yes. If one seems unnecessary or unduly restrictive, submit a written question before the deadline. The agency may revise it by amendment.

Are salient characteristics only for supplies?

They are mostly used for products in brand name or equal buys, though similar ideas appear in specifications for equipment within service and construction contracts.
