State and local procurement

eMMA (eMaryland Marketplace Advantage)

eMMA stands for eMaryland Marketplace Advantage. eMaryland Marketplace Advantage (eMMA) is the State of Maryland's online procurement system. State agencies, and many local governments and educational institutions in Maryland, post solicitations there. Vendors register to get notifications and submit responses.

Maryland also has certification programs such as MBE and Small Business Reserve, and solicitations often state goals for those programs.

Why it matters to a small contractor

Register on eMMA and check whether you qualify for Maryland's MBE or Small Business Reserve programs. Primes on Maryland contracts often need certified subs to meet goals.

Example

A small landscaping company registers on eMMA and receives a notice for grounds work at a state facility. The solicitation is set aside under the Small Business Reserve program, so only certified small businesses can bid.

eMMA: common questions
