HUD (Department of Housing and Urban Development)

HUD stands for Department of Housing and Urban Development. The Department of Housing and Urban Development (HUD) oversees federal housing programs, including public housing, rental assistance, and FHA mortgage insurance.

Most HUD money is spent through grants to public housing authorities, states, and cities. HUD also contracts directly for services like property management of HUD-owned homes and inspections.

Why it matters to a small contractor

For trades, the main HUD opportunity is your local public housing authority, which bids out repairs, unit turns, roofing, HVAC, and landscaping using HUD funds. Section 3 rules may give hiring or contracting preference to low-income residents and businesses that employ them.

Example

A painting contractor wins a public housing authority contract to turn over vacant units, paid with HUD capital funds.

HUD: common questions

How do I get HUD contracts?

Most work comes through local housing authorities and cities. Register with them and watch their bid postings, along with SAM.gov for direct HUD work.

What is HUD Section 3?

It is a HUD requirement that encourages jobs and contracts for low-income people on certain HUD-funded projects. Check your contract for specific obligations.
