DOT (Department of Transportation)

DOT stands for Department of Transportation. The U.S. Department of Transportation (DOT) oversees federal transportation policy and funding. Its agencies include the Federal Aviation Administration, Federal Highway Administration, Federal Transit Administration, and Federal Railroad Administration.

Most DOT money flows as grants to states, cities, and transit agencies, which then hire contractors. DOT also contracts directly for its own operations and for some federal land roads.

Why it matters to a small contractor

For road, bridge, and transit trades, the bigger opportunity is usually your state DOT or local transit agency spending federal funds. Those jobs often have federal wage, Buy America, and disadvantaged business rules. The DBE program rules changed in 2025, so confirm current eligibility before relying on it.

Example

A striping company bids on a state highway project funded with federal money and follows the federal wage and documentation requirements in the contract.

DOT: common questions

Does DOT hire road contractors directly?

Mostly no. States and local agencies award most road projects using federal grants. Some roads on federal lands are contracted directly.

What is a DBE?

A Disadvantaged Business Enterprise is a firm certified under a DOT program for federally funded transportation projects. The program's rules were revised in 2025.
