DOE (Department of Energy)
DOE stands for Department of Energy. The Department of Energy (DOE) oversees national energy policy, nuclear weapons programs, environmental cleanup of old nuclear sites, and a network of national laboratories.
Most DOE money is spent through large management and operating (M&O) contracts. The companies that run the labs and sites buy huge amounts of goods and services through their own procurement offices, which work much like commercial buyers.
Why it matters to a small contractor
For many small businesses, the real DOE opportunity is a subcontract with a national lab or cleanup site contractor, not a direct DOE contract. Each lab has its own supplier registration and posts its own bids. Facility, construction, and supply firms near a lab should register there.
Example
An electrical contractor near a national laboratory registers in the lab's supplier portal and wins a purchase order to upgrade lighting in a support building.
DOE: common questions
How do I sell to a national lab?
Register on the lab's own supplier or procurement website and watch its posted bids. Labs are run by contractors, so their buying follows their DOE prime contract rules.
What is a DOE M&O contract?
A management and operating contract hires a company or university to run a DOE lab or site. That contractor then does most of the purchasing.
