Pre-Bid Conference (Pre-Bid (or Pre-Proposal) Conference)

Pre-Bid Conference stands for Pre-Bid (or Pre-Proposal) Conference. A pre-bid conference (called a pre-proposal conference for RFPs) is a meeting the government holds after the solicitation is released and before offers are due. Its purpose is to explain complicated requirements and answer questions so all bidders understand the work the same way.

It may be in person, virtual, or combined with a site visit. Nothing said at the conference changes the solicitation unless it is put in writing as an amendment.

Why it matters to a small contractor

Attend, take notes and watch who else shows up. The attendance list (often published later) tells you who your competitors are and which larger companies might want a subcontractor. Write down any question that matters to your price and send it in writing.

Example

A pre-bid conference for a multi-building roofing IFB explains the phasing plan, the security escort requirement and the staging area. Afterward, an amendment publishes the attendee list and written answers to the questions raised.

Pre-Bid Conference: common questions

Is attendance mandatory?

Only if the solicitation says so. When it is mandatory, missing it can make you ineligible.

Will there be minutes?

Often the agency publishes a summary or Q&A in an amendment. Do not rely on memory alone.
