ECP (Engineering Change Proposal)

ECP stands for Engineering Change Proposal. An Engineering Change Proposal, or ECP, is a formal proposal to change an approved design, configuration or specification. It explains the change, the reason, and the impacts on cost, schedule, performance and support.

Defense programs commonly split ECPs into Class I changes, which affect things like form, fit, function, cost or schedule and need government approval, and Class II changes, which are minor. A related idea, the value engineering change proposal, lets a contractor propose a change that cuts cost and share in the savings.

Why it matters to a small contractor

If you find a better or cheaper way to make a part or do a job, the ECP or value engineering process is how to get it approved instead of changing it on your own. Never build to an unapproved change.

Example

A contractor maintaining radar shelters finds that a discontinued gasket can be replaced with a longer-lasting modern one. It submits an ECP with test data and cost impact, and after approval the change is issued through an ECO.

ECP: common questions

Who can submit an ECP?

Usually the contractor, though the government may also request one. The contract says how ECPs are submitted and reviewed.

What is value engineering?

A program that encourages contractors to propose changes that reduce cost without lowering performance, with the savings shared under the contract's value engineering clause.
