How to Win Government Janitorial Contracts in Pennsylvania
By the XL Eagle bid team · Updated November 2, 2026 · Built from our live bid database and USAspending.gov
Janitorial contracts in Pennsylvania come from a mix of state offices, schools, cities and large federal sites. A small crew can compete, because cleaning is a skill you learn on the job and the work is spread across the state. Many bids are won by a few dollars, so a clean, complete package matters.
State agencies post bids on eMarketplace, and you need a vendor number from the PA Supplier Portal to bid. Army depots and other federal offices post on SAM.gov. Some state bids are reserved for certified small businesses, which cuts down the field. Start by browsing eMarketplace to see how bids are written, and sign up for e-Alert so new cleaning bids reach your inbox.
Below you will find who buys, what the rules are, and how to price labor-heavy work. It also covers how XL Eagle can bid for you.

Licenses you need in Pennsylvania
We did not find a state license for janitorial companies in Pennsylvania. Buyers ask instead for proof that you are a real, insured business: an EIN, general liability insurance, workers compensation for employees, and past jobs. To bid on state work you need a vendor number from the PA Supplier Portal, and the registration pages we read list no fee. If you want a small business reserve bid, self-certify as a small business through PRiSM. Keep your insurance certificate current and ready, since most bid packages ask for it on day one.
Register to bid in Pennsylvania
State and local jobs in Pennsylvania are posted on these sites:
- PA eMarketplace: The Commonwealth's bid board, where most state agencies post their solicitations.
- PA Supplier Portal: Where a business registers as a Commonwealth supplier and gets a vendor number, which is needed before bidding.
- PRiSM: The system where a registered supplier self-certifies as a small business with the Department of General Services.
- SAM.gov: The federal site where jobs at Pennsylvania depots, bases and federal offices are posted, and where a business registers to bid as a prime.
- Get an IRS Employer Identification Number (EIN). A Social Security number will not work.
- Open the PA Supplier Portal and choose Supplier Registration, then enter your EIN.
- Enter your legal name, business type, address and product categories, then review and submit the digital W-9.
- Create your user ID and save your vendor number. Wait for the confirmation email before you try to log in.
- Self-certify as a small business in PRiSM if you qualify, since small business reserve bids need it.
- Search eMarketplace for your trade, and sign up for e-Alert to get notices of new opportunities.
The official registration pages we read list no fee, and DGS says it charges no fee to certify as a small, small diverse or veteran business.
Federal jobs in Pennsylvania use SAM.gov, which is free. What SAM.gov is and how to register.
Small business certifications in Pennsylvania
- Small Business Reserve (SBR): Only DGS-certified small businesses may bid as primes on SBR contracts, and agencies under the Governor are directed to aim 15 percent of their operating spend at them.
- Small Diverse Business (SDB) and Veteran Business Enterprise verification: A small business that is at least 51 percent owned and controlled by minorities, women, service-disabled veterans, LGBT individuals or people with disabilities, or by veterans for the veteran designation; SDB status first needs a certification from a DGS-approved third party.
Wage rules on public jobs
Pennsylvania has its own Prevailing Wage Act. It covers public work that is built, rebuilt, altered or repaired (other than maintenance) under contract, paid at least in part with public funds, with an estimated cost over $25,000, and a project cannot be split to dodge that line. The Department of Labor and Industry sets the rates by craft and county, and they appear in the bid. On federal jobs the U.S. Department of Labor rules apply instead: Davis-Bacon for construction contracts over $2,000 and the Service Contract Act for service contracts over $2,500.
What janitorial jobs look like in Pennsylvania
- Check for the small business reserve label on eMarketplace. Only DGS-certified small businesses may bid as primes on those jobs. Give the buyer a short one page plan with your crew size, hours and a way to report problems.
- Federal cleaning jobs use a Service Contract Act wage sheet, and those wages may be higher than what you pay now. If the bid is a reserved small business job, make sure your certification is in place before the due date.
- State prevailing wage in Pennsylvania covers construction and repair work, and its page does not mention janitorial work, so ask the bid contact if you are unsure.
- Depot and base work may need gate passes and background checks for every worker.
- Winter matters here. Buyers expect floor care for salt and slush, so price mat service and extra floor work in cold months.
- Read who supplies paper, soap and liners, since bids differ.
Pricing janitorial work for Pennsylvania public buyers
- Start with square feet and a cleaning rate per hour, then add supervisor time, supplies and equipment. Write down the hours each building needs, then compare that number to the scope before you send the price.
- Use the bid's wage for federal work, then add payroll taxes, workers compensation and insurance.
- Price floor stripping, waxing and carpet cleaning as separate lines.
- Count only the days the building is open, after holidays and shutdowns.
- Keep a cushion for a missed shift. Fixed price contracts do not pay you extra when someone calls out.
Mistakes that lose these bids
- Bidding a reserved small business job without being certified as a small business.
- Guessing square feet instead of walking the building.
- Pricing at your usual wage when a federal wage sheet is higher.
- Sending a bid without proof of insurance.
