SF 18 (Request for Quotations)

SF 18 stands for Request for Quotations. The SF 18 is the standard Request for Quotations form. It is used for simple purchases where the government wants prices but is not yet ready to make a binding contract. It lists what is needed, the delivery terms and the date quotes are due.

The form itself reminds suppliers that it is a request for information and quotations only, and that a quote is not an offer. The government then places an order based on the quote it likes.

Why it matters to a small contractor

An SF 18 means a smaller, simpler buy that a small supplier or trade can win with a clean, complete quote. Fill in unit prices, extended prices, delivery time and your contact details, and return it the way the form says.

Example

A district office sends an SF 18 asking for prices on 40 replacement office chairs delivered within 30 days. A local furniture dealer fills in the unit price, freight and delivery time and emails it back.

SF 18: common questions

Is the SF 18 still used?

Yes, though many agencies now use the SF 1449 or simple emails for quotes. The rules about quotes not being offers apply either way.

Can I add terms to an SF 18 quote?

You can, but extra conditions may make your quote less attractive or unacceptable. Keep it simple and match what was asked.
