What the job is
Testing centers: At least 12 public testing centers across Washington, distributed proportionally to population, each open at least eight hours daily, six days weekly, excluding federal holidays.
Administration: In-person proctors throughout each exam, photo ID verification, secure storage for personal devices, and accommodations for disabilities and limited English proficiency.
Exam capacity: Support 60 exam types from 60 supplied question pools, with multiple timed sections and different exam versions for repeat attempts. Historical volume averages approximately 4,700 attempts annually; volume is not guaranteed.
Scheduling and results: Apply eligibility and retesting rules, enter approved candidates within three business days, and provide same-day scoring and results.
Systems: Secure online scheduling, results access, encrypted file transfers, candidate data protection, and exam performance reporting.
Term and pricing: Three-year initial term, with two optional three-year extensions. Quote a flat fee for each complete exam and an hourly rate for each exam section; fees are collected directly from candidates and must cover all service costs.
Experience: At least 10 years administering exams with in-person proctors.
