What the job is
Term: Five years, with an anticipated start date of April 1, 2027.
Volume: Currently 85 affiliate counselors and approximately 50 payments per month; the network historically ranges from 60–90 counselors.
Administration: Recruit and screen counselors for in-person and telehealth coverage; manage applications, independent contractor agreements, records, credential verification, and ongoing license monitoring.
Payments and system: Provide a secure, provider-accessible web system with electronic payments, tax reporting, applicable withholding, and work authorization validation. Help desk coverage is required from 7:45 a.m.–4:30 p.m. Eastern during business hours.
Reporting: Provide monthly utilization reports and itemized invoices showing counselor hours, rates, work authorization numbers, and administrative fees, plus network roster reports.
Qualifications and insurance: Experience with Vermont human services or mental health systems; general liability and applicable workers’ compensation coverage; cyber and professional liability coverage with $2 million/$2 million limits.
Pricing: Include all costs using per-counselor and/or monthly administration and payment-processing fees, with rates firm for the five-year term.
