Please quote engineering analysis and preliminary design for moving surface water from the east and west portions of Newfoundland Basin to the Great Salt Lake in Utah.

Options: Evaluate at least three options, prioritize existing infrastructure, and compare feasibility and preliminary construction, operation, and maintenance costs.
Site assessment: Include terrain elevations, surface and underground conditions, seasonal water availability, and estimated annual water delivery volumes.
Design: Address changing flows, elevation, distance, corrosion from very salty water, sediment, salt buildup, evaporation, and flow monitoring while minimizing operating costs.
Environmental review: Identify environmental review and permit requirements for each option.
Deliverables: Provide an options report and develop the selected option to 30% design with engineering drawings and updated cost estimates, subject to available funding.
