Platform: Web-based birth, death, and fetal death registries with registration, amendments, order processing, payments, and certificate issuance.
Scale and migration: Migrate approximately 25 million existing records and associated documents; support approximately 300,000 new events and 1.6 million products annually, with 20,000 users growing to approximately 40,000.
Configuration and integrations: Administrator-managed workflows, validation rules, roles, and templates; STEVE exchange, API/XML interfaces, single sign-on, Azure data integration, and built-in reporting.
Address services: Street-level address validation and geocoding, including coordinates and confidence levels for at least 99% of applicable addresses.
Implementation and support: Include configuration, testing, migration validation, training, secure hosting, disaster recovery, accessibility, and ongoing maintenance. Availability targets are 99.9% during weekday hours of 7 a.m.–5 p.m. Eastern and 99% outside those hours.
Pricing: Separate implementation, licensing, annual hosting, monthly support, and enhancement hourly rates for a five-year term plus five optional one-year renewals.
