What the job is
Capacity and term: Support up to 10 water systems per month through virtual meetings and on-site visits through June 30, 2027.
Inventory and verification: Complete, correct, and upload service line inventories; reduce unknown materials through records review, customer surveys, visual inspections, and field verification as needed. Complete each inventory within 120 calendar days of the introductory meeting.
Customer support: Prepare replacement funding applications, community outreach, and consumer notifications within 30 days of inventory submission, followed by notification certification within 30 days of delivery.
Staffing: Project manager with 5+ years of water supply project experience; technicians with 1+ and 2+ years respectively, primarily in Pennsylvania. The senior technician must also have 2 years of database and GIS experience. Include administrative and communications support.
Planning and reporting: Workplan within 30 days of contract execution, biweekly status updates, monthly meetings and reports, and quarterly and annual reports.
Pricing: Provide hourly rates by staff role and identify travel, materials, and field verification costs.
