- Program managementBuild employer and union partnerships, coordinate quarterly employer advisory meetings and biannual networking events, develop internship and apprenticeship opportunities, support alumni, and administer fellowships and scholarships with an initial budget up to $80,000.
- EvaluationEstablish standardized data collection, performance metrics, and privacy protocols within the first month; conduct interviews, surveys, site visits, and outcome analysis; prepare interim and final reports and provide technical assistance.
- Outcome trackingTrack employment and wages before training and at 6, 12, 24, and 36 months after completion.
- TermSix years, anticipated to start December 2026 or later, with up to two one-year extensions.
- PricingInclude a total price cap, task-level costs, hourly rates, expenses, and annual rate increases. Price optional quarterly reporting oversight and invoice/payment processing separately.
