GSAM (General Services Administration Acquisition Manual)

GSAM stands for General Services Administration Acquisition Manual. The GSAM is GSA's acquisition manual. It includes the General Services Administration Acquisition Regulation (GSAR), which is the regulatory part found in Title 48 of the Code of Federal Regulations, Chapter 5, plus internal GSA guidance.

GSAR clauses start with 552. They show up in GSA Multiple Award Schedule contracts and in GSA's building and facilities work through the Public Buildings Service. Topics include schedule pricing, price reductions, sales reporting, and leasing rules.

Why it matters to a small contractor

If you ever pursue a GSA Schedule or work in a federal building managed by GSA, you will run into GSAM clauses. Schedule clauses can require you to keep your government price in line with what you offer certain commercial customers, so understand them before you sign.

Example

A small office supply dealer gets a GSA Schedule. A GSAR clause requires them to report sales each quarter and pay a small fee, so they set up a simple tracking sheet to stay compliant.
